The Head office of the Grih Kalyan Kendra Board is situated at Samaj Sadan Building, Lodhi Road Complex, New Delhi-110003. Telephone Numbers are: 24616217-19, 2464 8081 and Fax 24618057.

The administration of the Grih Kalyan Kendra vests with Grih Kalyan Kendra Board consisting of ex-officio officials of Central Government. The GKK Board shall consist of the following:

(i) President: Secretary, Ministry of Personnel, Public Grievances and Pensions or any other officer of the Ministry of Ministry of Personnel, Public Grievances and Pensions nominated by the Secretary.
(ii) Members: (a) 4 Members who shall be officers of not less than the rank of Director to the Government of India, to be nominated by the   Secretary, Ministry of Personnel, Public Grievances and Pensions.
    (b) Financial Advisor, Ministry of Ministry of Personnel, Public Grievances and Pension or his representative.
    (c) Chief Welfare Officer, DOP &T
(iii) Secretary to the Board: Secretary GKK

The Central Government may make such alterations and additions in the Membership of the Board as it may deem necessary.

The meeting of the GKK Board may be held as and when necessary but at least once in three months. The quorum of the meeting shall be of three members.

ADMINISTRATION:

Secretary, Grih Kalyan Kendra, appointed by the GKK Board, looks after the day to day activities of GKK. He is designated as ‘Organiser’ and such capacity also functions as Honorary Chief Executive Officer of the GKK. He functions under the overall supervision and control of the GKK Board. Secretary, GKK is assisted by an Administrative Officer and one Accounts Officer who are taken on deputation/contract basis from the Central Government Ministries/Departments. Except these two posts of Administrative Officer and Accounts Officer, all other workers, whether at the head office or at the Samaj Sadans located at Delhi or outside Delhi are engaged on ad hoc basis on an fixed monthly honorarium decided by the GKK Board for a period of one year.

Apart from Delhi, the GKK has its Samaj Sadans at Mumbai, Bangalore, Chennai, Nagpur, Kolkata, Jaipur, Faridabad and Ghaziabad. A Centre-in-Charge is appointed at each Samaj Sadan (who is normally Area Welfare Officer) to coordinate with the head office. Booking of Samaj Sadans for hiring for social and cultural functions is made by the Centre-in-Charge appointed at each Centre. ENGAGEMENT OF WORKERS:

Criteria for engagement of workers in the GKK are as under:

(i) Only the dependants of the Central Government employees, Pensioners or deceased Govt. servants are considered for engagement in GKK. The term dependant includes only those members of the family of the Govt servant who are eligible to be borne on the CGHS card.
(ii) Engagement of workers in GKK shall be for a period of one year only. The engagement can however be extended on year to year basis up to a maximum period of five years with the approval of competent authority subject to requirement of the post and suitability of the person. For assessing the performance/suitability of the worker during the year, assessment shall be made at the end of the year. This appraisal shall also be the basis for granting annual enhancement in the monthly honorarium paid to a worker.
(iii) There are no rigid criteria w.r.t. the age and qualifications for engagement of workers in GKK. However, keeping in view the requirement of the post, guidelines (Recruitment Rules) containing age and minimum essential and desirable qualifications as well as duties and functions for each category of posts the GKK have been approved by the Grih Kalyan Kendra Board.
(iv) The engagement of a worker can be extended from year to year basis subject to a maximum period of five years. Maximum age for retention of workers in GKK is 55 years and no worker shall be allowed to work in the GKK beyond the age of 55 years. However, in the case of retired Central Government employees, taken on contract basis, can be retained up to the age of 62 years   and will be discharged on attaining the  age of 65 years.
(v) Secretary, GKK is competent to engage the workers in the GKK and extend the period of engagement up to three years of such workers on year to year basis.   President GKK Board is the Appointing Authority for the post of Administrative Officer and Accounts Officer. Power to extend the period of engagement of all workers for 4th and 5th year vest in the President, GKK Board.

Entitlement of workers to Leave and other Holidays:

  • The GKK HQ office observes 5 days week and the working hours are from 9.30 A.M. to 6.00 P.M
  • The workers in GKK enjoy Gazetted holidays and Restricted holidays as per Central Government pattern. However, Nursery Schools in GKK follow the leave pattern of Kendriya Vidyalaya Sangathan.
  • All the workers are entitled to 8 days casual leave in a calendar year and 10 days medical leave on actual hospitalisation.
  • Old workers, who are to be disengaged after attaining the age of 55 years as per the direction of the Hon'blw Supreme Court in its judjement dated 26.7.94, are entitled to 30 days earned leave per year subject to a maximum accumulation of leave of 60 days.
  • Workers are entitled to maternity leave as per Central Government rules.
