ABOUT US
The Grih Kalyan Kendra (referred to hereinafter as ‘the Kendra' or ‘GKK') is a welfare Society registered under the Societies Registration Act 1860, and functions under the aegis of Ministry of Personnel, Public Grievances and Pensions, Government of India.
The idea of setting up of Grih Kalyan Kendra was conceived in the year 1957 in the Ministry of Home Affairs as a welfare scheme to promote the welfare of needy Central Government employees. It was felt that the schemes of welfare should have a pronounced socio-economic bias covering families of the employees in their residential colonies, particularly comprising Group C and Group D staff. This Scheme was put into practice in a modest way by organising community welfare centres in the Government Residential colonies in Delhi .
In the years that followed, the activities of the Grih Kalyan Kendra broadened to other parts of the country also and the basic idea of the Kendra acquired new depth on the basis of experience. When the activities of the Kendra expanded, it was thought that it would function more effectively if it was given an autonomous status and accordingly, it was registered as a Society named Grih Kalyan Kendra Board under the Societies Registration act 1860 in the year 1965.
AIMS AND OBJECTIVES OF GKK
The main objective of the Kendra is to help the needy Government employees, especially covering the women and children, belonging to lower income groups, who are in genuine financial and psychological need of temporary rehabilitation, by giving them training and experience during their leisure time in certain Crafts, Crèche, Nursery class activities run by the Kendra which would enable them to supplement their meagre domestic income and help them to acquire skill and experience for seeking better avenues of employment elsewhere. The objective of the Kendra was not to open or establish another wing of the Government in which full-fledged employment would be offered according to qualification. It is expected only to be a stepping stone and training ground for more and more needy dependants of Central Government employees but not to give them any regular employment. There were no rigid criteria for age and educational qualifications for drafting such people and this flexibility help the Kendra to draft workers who are in the genuine financial or psychological need of temporary rehabilitation.
As per the MEMORANDUM OF ASSOCIATION of the Grih Kalyan Kendra Board, the following shall be the aims and objectives of the Board applicable only to the Central Government employees and their dependant family members:
- To promote social, economic, cultural and educational activities for the betterment of the Central Government employees and their families.
- To impart technical and vocational training in home crafts and other household arts for useful utilisation of leisure time and for better and efficient housekeeping.
- To organise and promote economic activities that may provide opportunities of gainful employment to families of Central Government employees for supplementing family income.
GRIH KALYAN KENDRA BOARD
Grih Kalyan Kendra Board is responsible for the organisation and administration of the programmes undertaken in the furtherance of the objects mentioned above. GKK Board comprises the President and six other members. Additional Secretary, Department of Administrative Reforms and Public Grievances is the ex-officio President of the GKK Board while other members are Additional Secretary and FA, Ministry of Home Affairs Joint Secretary (AT & A) Deptt. of Personnel and Training, Joint Secretary, Deptt. of Women and Child Development, Deputy Director General (Works) CPWD, Director and Chief Welfare Officer, Deptt. of Personnel and Training and Director, Ministry of Labour. The meeting of the Board is to be held as and when required, but atleast once in three months.
ORGANISATIONAL SET UP
Secretary, Grih Kalyan Kendra, appointed by the GKK Board, looks after the day to day activities of GKK. He is designated as ‘Organiser' and such capacity also functions as Honorary Chief Executive Officer of the GKK. He functions under the overall supervision and control of the GKK Board, and/or such other Committee of officers as the Board may prescribe in that behalf. The duties, functions and powers of Secretary GKK are regulated by the GKK Board. Presently, Shri Mehar Singh is working as Secretary, GKK.
Secretary, GKK is assisted by an Administrative Officer and one Accounts Officer who are taken on deputation/contract basis from the Central Government Ministries/Departments. Except these two posts of Administrative Officer and Accounts Officer, all other workers, whether at the HQ office or at the Samaj Sadans located at Delhi or outside Delhi are engaged on ad hoc basis on an fixed monthly honorarium decided by the GKK Board for a period of one year.
Apart from Delhi , the GKK has its Samaj Sadans at Mumbai, Bangalore , Chennai, Nagpur , Kolkata, Jaipur, Faridabad and Ghaziabad . A Centre-in-Charge is appointed at each Samaj Sadan (who is normally Area Welfare Officer) to coordinate with the HQ office. Booking of Samaj Sadans for hiring for social and cultural functions is made by the Centre-in-Charge appointed at each Centre.
ENGAGEMENT OF WORKERS:
Criteria for engagement of workers in the GKK are as under:
- Only the dependants of the Central Government employees, Pensioners or deceased Govt. servants are considered for engagement in GKK. The term dependant include only those members of the family of the Govt servant who are eligible to be borne on the CGHS card.
- For Craft teachers, preference would be given to Craft Certificate holder from GKK.
- Engagement of workers in GKK shall be for a period of one year only. The engagement can however be extended on year to year basis up to a maximum period of five years with the approval of competent authority subject to requirement of the post and suitability of the person.
- There are no rigid criteria as to age and qualifications for engagement of workers in GKK. However, keeping in view the requirement of the post, guidelines (Recruitment Rules) containing age and minimum essential and desirable qualifications as well as duties and functions for each category of posts the GKK have been approved by the Grih Kalyan Kendra Board.

At present two types of workers are working in GKK as under;
- Old workers who were allowed to work in the GKK up to 55 years of age, as per judgement of the Hon'ble Supreme Court of India dated 26.7.94. There are 33 workers as on date working in the GKK.
- New workers who are engaged on a fixed monthly honorarium for a period of one year only. The engagement of such workers can be extended up to a maximum of 5 years on year to year basis subject to requirement of work and suitability of the worker.
ENTITLEMENT OF WORKERS TO LEAVE AND OTHER HOLIDAYS:
- The GKK HQ office observes 5 days week and the working hours are from 9.30 A.M. to 6.00 P.M.
- The workers in GKK enjoy Gazetted Holidays and Restricted holidays as per Central Government pattern. However, Nursery Schools in GKK follow the leave pattern of Kendriya Vidyalaya Sangathan.
- All the workers are entitled to 8 days casual leave in a calendar year and 10 days medical leave on actual hospitalisation.
- Old workers, who are to be disengaged after attaining the age of 55 years, are entitled to 30 days earned leave per year subject to a maximum accumulation of leave of 60 days.
- Workers are entitled to maternity leave as per Central Government rules.
CONDUCT OF WORKERS:
Workers are always expected to maintain high degree of integrity and devotion to duty and ensure the same for his/her subordinate(s). He/she shall not engage in any activity that may be prejudicial to the interests of the Organisation. The workers shall be courteous, disciplined, transparent and informative towards the users of the GKK services/facilities.
ACTIVITIES
At present GKK is having 28 Craft Centres for imparting training in cutting, tailoring and embroidery, 25 School for Nursery education for children in the age group of 3 to 5 years, 16 Creches/Day Care Centres for children between the age of 90 days and 10 years and 10 Fitness Centre in Delhi as well as at other places. GKK also provides facilities for Indoor Games like Badminton, Table Tennis and classes in Karate, Yoga, Dance, Aerobatics, Music, Beauty Training Course, Brain Development etc.
SAMAJ SADANS/WELFARE CENTRES
GKK has at present 44 Samaj Sadans out of which 29 are in Delhi and 15 outside Delhi (4 in Mumbai, 3 in Chennai, 3 in Bangalore , 2 in Nagpur and one each at Kolkata, Ghaziabad and Faridabad ). These Samaj Sadans are constructed by CPWD and handed over to GKK for running its various welfare activities for the betterment of Central Government employees and their families. In addition of these Samaj Sadans GKK also run its welfare activities in the quarters allotted by Dte. of Estates in the various Central Government residential colonies in Delhi as well as at other places. There are at present 24 such Welfare Centres being run in the Government quarters.
FINANCIAL RESOURCES
Hiring out of Samaj Sadans is the main revenue-earning source of GKK. In addition the GKK receives Grant-in-Aid from the Government for running its welfare activities.

DISSEMINATION OF INFORMATION ABOUT GKK
The Grih Kalyan Kendra has launched its own website under the Domain name //www.grihkalyankendra.org// in the year 2001. The website is in English provides generally required information about working and various welfare activities run by the GKK. The dynamic Website has been developed and the users will be able to download the application forms for booking of Samaj Sadans and for taking admissions of their wards to various welfare activities run by the GKK. It also indicates the position regarding availability of GKK Samaj Sadans for booking for social and cultural functions etc on day to day basis. This Website can also be visited under the domain name //www.grihkalyankendra.nic.in// and //www.grihkalyankendra.gov.in//.

Brochure on the booking of Samaj Sadans indicating all the related information regarding the booking timings, time limit for booking of Samaj Sadans, hiring charges of each Samaj Sadan as well the terms and conditions governing the use of Samaj Sadans has been got printed and is available in the GKK HQ as well as in the GKK Outstation units at Mumbai, Chennai, Bangalore, Nagpur, Kolkata, Ghaziabad and Faridabad.
With a view to providing easy and speedy access to information to the residents regarding the status of booking of Samaj Sadans for marriage functions etc. in respect of the Samaj Sadans in Delhi which are booked quite frequently, Notice Boards indicating uptodate information regarding the dates of booking of the Samaj Sadans have been provided.
